The language in the President&#039;s speech that bothers me most is &quot;we want our money back.&quot;  That&#039;s exactly what plaintiffs say in civil court.  This proposed &quot;responsibility fee&quot; (aka &quot;damages&quot;) is a lawsuit being heard by Congress, without a jury.  Where does the Constitution provide for that?</description>
